Sonrak\u0131 yerl\u0259r ilk s\u0131ralamada olan \u00f6lk\u0259l\u0259rin xammal \u0259lav\u0259si olaraq payla\u015f\u0131l\u0131r. D\u00f6vl\u0259tl\u0259r aras\u0131 m\u00fcnasib\u0259tl\u0259rin formala\u015fmas\u0131nda bu prinsip m\u00fctl\u0259q \u015f\u0259kild\u0259 n\u0259z\u0259r\u0259 al\u0131n\u0131r v\u0259 diplomatik m\u00fcnasib\u0259tl\u0259rin v\u0259 ritorikalar\u0131n ciddilik d\u0259r\u0259c\u0259l\u0259rini m\u00fc\u0259yy\u0259nl\u0259\u015fdirir.\u00a0<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">B. D\u00fcnya t\u0259cr\u00fcb\u0259si olaraq g\u00f6r\u00fcn\u00fcr ki,\u00a0 iqtisadi inki\u015faf\u0131n v\u0259 rifah\u0131n bir ba\u015fa siyasi r\u0259qab\u0259t\u0259 ba\u011fl\u0131 olmas\u0131n\u0131n, insanlar aras\u0131nda ba\u011fl\u0131l\u0131q hissini yaradan \u0259n g\u00fccl\u00fc ikinci bir duy\u011fu olmad\u0131\u011f\u0131 q\u0259d\u0259r \u0259h\u0259miyy\u0259tli v\u0259 prinsipiald\u0131r.<\/span><\/p>\n<p>&nbsp;<\/p>\n<p><strong><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">II. \u0130nki\u015faf v\u0259 rifah\u0131n bir ba\u015fa siyasi r\u0259qab\u0259t\u0259 ba\u011fl\u0131l\u0131\u011f\u0131n\u0131n prinsipial f\u0259rqi<\/span><\/strong><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2.1.1. Siyasi r\u0259qab\u0259tin mahiyy\u0259ti,\u00a0 b\u0259rab\u0259r h\u00fcquqlu \u0259saslarla s\u0259m\u0259r\u0259li d\u00f6vl\u0259t siyas\u0259tinin apar\u0131lmas\u0131na iddial\u0131 olan q\u00fcvv\u0259l\u0259rin olmas\u0131n\u0131 \u015f\u0259rtl\u0259ndirir. Partiya v\u0259 h\u0259r\u0259katlar\u0131n f\u0259aliyy\u0259ti, m\u00fclkiyy\u0259t v\u0259 insan haqqlar\u0131n\u0131n qorumaq \u00fc\u00e7\u00fcn ictimai sazi\u015fl\u0259rin \u0259m\u0259l olunmas\u0131na z\u0259man\u0259t ver\u0259n daha sabit\u00a0 h\u00fcquq sisteminin formala\u015fmas\u0131na xidm\u0259t etm\u0259k iddialar\u0131na ba\u011flan\u0131r.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2.1.2. Siyasi q\u00fcvv\u0259l\u0259r qurucu x\u00fcsusiyy\u0259tl\u0259ri il\u0259 f\u0259rql\u0259nir. Siyasi q\u00fcvv\u0259l\u0259r aras\u0131nda r\u0259qab\u0259t, m\u00fclkiyy\u0259t h\u00fcquqlar\u0131n\u0131n qorunmas\u0131na v\u0259 iddialar\u0131nda ir\u0259li g\u0259l\u0259n ictimai sazi\u015fl\u0259rin \u0259m\u0259l olunmas\u0131na z\u0259man\u0259t ver\u0259n daha sabit v\u0259 \u0259dal\u0259tli h\u00fcquq sisteminin formala\u015fmas\u0131na s\u0259b\u0259b olur.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2.2.1. 10-15 v\u0259 daha art\u0131q\u00a0 partiyan\u0131n t\u0259k\u00a0 hakim partiyan\u0131 d\u0259st\u0259kl\u0259m\u0259si v\u0259 h\u0259min hakim partiyan\u0131n partiya daxil m\u00fcnasib\u0259tl\u0259rind\u0259 siyasi r\u0259qab\u0259tin olmamas\u0131, bel\u0259 q\u00fcvv\u0259l\u0259rin siyasi deyil, nomenklatur q\u00fcvv\u0259l\u0259r oldu\u011funu g\u00f6st\u0259rir.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2.2.2. Nomenklatur q\u00fcvv\u0259l\u0259r aras\u0131nda r\u0259qab\u0259t m\u00fclkiyy\u0259t paylar\u0131n\u0131n m\u0259nims\u0259nilm\u0259si v\u0259 s\u0259lahiyy\u0259t paylar\u0131n\u0131n geni\u015fl\u0259ndirm\u0259k iddialar\u0131n\u0131 formala\u015fd\u0131ran sistem\u0259 s\u0259b\u0259b olur.<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">2.3. Bununla bel\u0259, siyasi r\u0259qab\u0259t m\u00fchitind\u0259 potensial riskl\u0259r yaradan populizm v\u0259 q\u0259r\u0259zli qaralamalar \u00fcst\u00fcnl\u00fck qazand\u0131qca, c\u0259miyy\u0259tin b\u00f6y\u00fck bir hiss\u0259si deqradasiyaya u\u011fray\u0131r v\u0259 inki\u015fafdan qalm\u0131\u015f olur. Siyasi r\u0259qab\u0259tin olmamas\u0131n\u0131n \u0259lam\u0259tl\u0259ri<\/strong><\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">3.1. Siyasi r\u0259qab\u0259tin olmamas\u0131 ilk n\u00f6vb\u0259d\u0259 m\u00fcst\u0259qil n\u0259zar\u0259t institutlar\u0131n\u0131n, \u015f\u0259ffafl\u0131q v\u0259 media azadl\u0131\u011f\u0131n\u0131n olmamas\u0131 dem\u0259kdir. Dem\u0259li siyasi r\u0259qab\u0259t olmayan qurulu\u015fda iqtisadi v\u0259ziyy\u0259ti daha \u0259lveri\u015fli i\u015f\u0131qda t\u0259qdim edilm\u0259si \u00fc\u00e7\u00fcn h\u00f6k\u00fcm\u0259t\u00a0 statistik, b\u00fcdc\u0259 m\u0259lumatlar\u0131 il\u0259 manipulyasiya etm\u0259k,\u00a0 r\u0259q\u0259ml\u0259ri\u00a0 uy\u011funla\u015fd\u0131rmaq v\u0259 m\u00fcxt\u0259lif indikatorlar\u0131 \u015f\u0259kill\u0259ndirm\u0259k imkanlar\u0131 qazan\u0131r. Bel\u0259 \u015f\u0259raitd\u0259 manipulyasiyalar m\u00fcxt\u0259lif qiym\u0259tl\u0259ndirm\u0259 metodologiyalar\u0131, m\u0259lumatlar\u0131n toplanmas\u0131 v\u0259 t\u0259qdim etm\u0259 vaxtlar\u0131 il\u0259 edilir. Bir iqtisadi g\u00f6st\u0259ricini d\u0259yi\u015fdir\u0259n h\u0259r hans\u0131 m\u00fcdaxil\u0259 v\u0259 ya xarici t\u0259sir iqtisadi sistemin b\u00fct\u00fcn dig\u0259r elementl\u0259rin\u0259 t\u0259sir ed\u0259n kaskad, z\u0259ncirvari t\u0259sirl\u0259r\u0259 s\u0259b\u0259b olur v\u0259 olmal\u0131d\u0131r. Buna g\u00f6r\u0259 b\u0259yan olunan iqtisadi g\u00f6st\u0259ricil\u0259rl\u0259 real g\u00f6st\u0259ricil\u0259r uy\u011fun olmursa v\u0259 ya bil\u0259r\u0259kd\u0259n t\u0259hrif olunursa iqtisadi f\u0259sadlar gec-tez \u00f6z\u00fcn\u00fc g\u00f6st\u0259rir v\u0259 b\u00f6hran yarad\u0131r.\u00a0<\/span><\/p>\n<p><span style=\"font-family: 'times new roman', times, serif; font-size: 14pt;\">3.2. Do\u011fru g\u00f6st\u0259ricil\u0259r axtarmaq xeyli \u00e7\u0259tinl\u0259\u015fir v\u0259 ya m\u00fcmk\u00fcn olmur. R\u0259smi r\u0259q\u0259ml\u0259rd\u0259 \u0259ksini tapmayan g\u00f6st\u0259ricil\u0259r\u0259 g\u00f6r\u0259, b\u0259zi valideyl\u0259rin fikrini dey\u0259n u\u015fa\u011f\u0131n\u0131n a\u011fz\u0131n\u0131n \u00fcst\u00fcnd\u0259n vurdu\u011fu kimi, m\u00fcst\u0259qil iqtisadi analitikl\u0259ri v\u0259 ara\u015fd\u0131rma\u00e7\u0131lar\u0131 t\u0259zyiq v\u0259\u00a0 \u00f6z\u00fcn\u00fcsenzura alt\u0131nda saxlanmas\u0131n\u0131 t\u0259l\u0259b edir.
